Twisted from the Sprue is my little corner of the internet. This site started as a simple web presence for the Three Rivers IPMS model club - as in middle-aged guys who never quite out-grew gluing together miniature cars and planes (and not a club of really good looking people who have their pictures taken for underwear ads and the like). The club now has a real web-site, and this blog is a place for me to post stuff I find interesting or just want to ramble on about.

IPMS Amendment Proposal - Add Referendums to By-Laws

We, the undersigned, offer the following amendment to the Constitution and By-Laws of IPMS/USA:

ARTICLE XIII. REFERENDUMS


Members in good standing may put a question to the membership as part of the balloting process in order to survey the membership’s position and raise an issue to the Executive Board. Referendums are meant to guide the Executive Board but are not binding except to require a response to the membership.


REFERENDUM PROCEDURE


  1. Any Current Member in good standing may submit a referendum proposal using the Official IPMS USA Referendum Form, which may be obtained from the Office Manager or the society’s web page. The completed form must be returned to the Society’s official address or Office Manager between July 1 and December 31 for inclusion on the following year’s ballot.

  2. The referendum proposal should describe the issue in a few sentences (250 words or less). The referendum should either be phrased as a yes/no or multiple choice question (maximum 5 options to choose from).

  3. The referendum must be sponsored by 25 members in good standing. The Office Manager will determine the mechanism(s) for those sponsorships to be reported as part of the proposal.

  4. A sponsored referendum ballot will be made available to the membership and collected in the same manner as ballots for national office and constitutional amendments. The Executive Board will appoint an impartial judge to count all votes and report the results. The ballots will be kept for two years and will be available for inspection by members of the Society at their request.

  5. The results of the referendum shall be announced to the membership, and the Executive Board shall make a public statement describing any actions they will take to address issues raised in the referendum.

Email and social-media have transformed the workings of small groups and organizations: individuals can make suggestions, quickly discuss them with the group and reach a decision on actions to take. Giving the entire group a chance to provide input creates a sense of ownership that can increase participation across the group. While this informal decision making can not scale to an organization the size of IPMS, there is a growing expectation that members of a group can have an active role in its operation.

The Referendum mechanism proposed here will provide a visible and transparent process for members to make specific suggestions, determine support for those ideas across the organization and receive feedback from the leadership, while providing the Executive Board the flexibility to act on those suggestions as it sees fit. The procedure is meant to largely mirror the existing procedure to propose Amendments to the IPMS Constitution, including the need for signatures of multiple sponsoring members to minimize frivolous submissions.
